Flytippers fined thousands

Fairy lights, paint tins and an old Christmas tree were among the discarded items that have landed Bolton fly-tippers in court.

A series of successful prosecutions by Bolton Council has seen nearly £7,000 in fines and other costs handed to offenders for dumping rubbish in public streets.

Among them was Sara Siwuk, of Kilsby Close, Farnworth who admitted leaving a Christmas tree, a footstool and other items on a grass verge near Lorne Street.

After she failed to pay an on-the-spot £80 fixed penalty notice (FPN), Bolton Magistrates’ Court ordered her to pay a £440 fine, £300 in court costs and a £44 victim surcharge.

Council enforcement officers tracked down Thomas Toth after they discovered 15 bin bags left in separate piles across Oxford Grove and Back Rawson Road.

Toth, of Cundy Road, admitted he had paid a van driver £20 to take the bags away but had not checked if he had a valid waste carriers license.

Magistrates fined him £660 on top of a £60 victim surcharge and £255 in court cost.

When she was confronted by enforcement officers, Alexandra Pompova, 23, admitted leaving paint tins and a plastic chair among other items at the rear of her property in Clarke Street.

She failed to pay a fixed penalty notice and was instead handed a £40 fine along with £204 in costs and a £30 victim surcharge.

Other successful prosecutions recently secured by Bolton Council include:

Regina Hovarthova, 44, of Derby Street. Failed to pay a FPN for leaving bin bags at a nearby bus stop. (Fined £220, also ordered to pay £459 court costs and a £30 surcharge).

Natalie Scrivenar, 26, of Ellesmere Road. Received a FPN for dumping a pile of wood and a plastic swing bin in a back street but failed to pay. (£220 fine, £1,1388 costs and a £30 surcharge).

Erzbert Barkoczi, 39, Duxbury Street. Back street waste offence. (£220 fine, £833 costs, £30 surcharge).

Maria Dzurbanova, 28, of Meredith Street. Did not pay a FPN that was issued for leaving waste in a back street. (£22 fine, £510 in costs, £30 victim surcharge).

Jake Longworth, 26, of Hatfield Road, Bolton. Unpaid FPN was issued for dumping rubbish and a cardboard box. (£220 fine, £729 costs, £30 surcharge).

Bolton Council’s Executive Cabinet Member for Environmental Services, Cllr Nick Peel, said: “Law abiding Bolton residents should not be expected to pay the cost of cleaning up after the irresponsible few.

 “This is why we will always pursue the offenders, and these recent cases should send the message out that failure to pay a fixed penalty notice will inevitably lead to a tougher sentence in court.

“Our team of enforcement officers continue to do an incredible job of identifying those behind these crimes and holding them to account for their actions.

“I urge everyone to dispose of their unwanted items responsibly either at their local tip or by organising a bulky waste collection from the council.

“If anyone offers to take your rubbish away for cash, either in person or on social media, always check they have a valid waste carriers license and get a transfer receipt.”
